Prioritization Matrix
Prioritization is a technique used to determine which maintenance and rehabilitation (M&R) activities should be performed when insufficient funding exists to perform all recommended work. The prioritization scheme developed by ADOT is referred to as the Pavement Priority Rating Number (PPRN) system, and it prioritizes pavement sections based on a combination of pavement use and pavement condition. The details of the ADOT PPRN are presented in the table below. Priority numbers range from 110 to 10 in the table, and the higher the number, the higher the priority.
